This requires several steps:

1. Explain how to open the cloud provider's firewall (GCP, for example) to allow access to the development node from the outside
2. Explain how to connect to that access from a local wallet (Metamask, for example)
3. Explain how to use it from Remix (identical to how you'd use an existing network)
